do t\u00eb vendoset nd\u00ebrmjet pal\u00ebve harmonizimi i asaj q\u00eb parashikohet nga ky nen me marr\u00ebveshjet eventuale ekzistuese p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje n\u00eb nivel territorial;<\/li>\n\n\n\n<li>se organi paritetik \u00ebsht\u00eb i p\u00ebrb\u00ebr\u00eb nga pal\u00ebt n\u00ebnshkruese t\u00eb k\u00ebsaj kontrate C.C.N.L. dhe ka p\u00ebr q\u00ebllim t\u00eb krijoj\u00eb dhe konsolidoj\u00eb kushtet p\u00ebr nj\u00eb zhvillim m\u00eb t\u00eb mir\u00eb t\u00eb sektorit, t\u00eb marr\u00ebdh\u00ebnieve sindikale dhe t\u00eb kushteve t\u00eb jetes\u00ebs s\u00eb nd\u00ebrmarrjeve dhe punonj\u00ebsve t\u00eb sektorit;<\/li>\n\n\n\n<li>se pun\u00ebdh\u00ebn\u00ebsit dhe punonj\u00ebsit e tyre marrin p\u00ebrsip\u00ebr t\u00eb respektojn\u00eb plot\u00ebsisht detyrimet dhe ngarkesat q\u00eb rrjedhin nga aplikimi konkret i tij, duke pasur parasysh t\u00eb gjitha sa m\u00eb sip\u00ebr, bihet dakord si m\u00eb posht\u00eb.<\/li>\n<\/ul>\n\n\n\n<p>Pal\u00ebt n\u00ebnshkruese kan\u00eb krijuar me dat\u00ebn 26 qershor 2003, O.N.B.S.I. &#8211; Organizmin Komb\u00ebtar Dypal\u00ebsh p\u00ebr Sh\u00ebrbimet e Integruara unitar t\u00eb sektorit (me ndarje t\u00eb mundshme territoriale), i rregulluar nga nj\u00eb statut dhe rregullore e ve\u00e7ant\u00eb zbatimi; statuti i Organizmit \u00ebsht\u00eb i bashk\u00eblidhur me k\u00ebt\u00eb kontrat\u00eb C.C.N.L.<\/p>\n\n\n\n<p>O.N.B.S.I. promovon:<\/p>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-container-core-group-is-layout-990f8f10 wp-block-group-is-layout-constrained\">\n<p>a) iniciativa n\u00eb lidhje me formimin dhe kualifikimin profesional edhe n\u00eb bashk\u00ebpunim me Rajonet dhe Entet e tjera kompetente, q\u00eb synojn\u00eb eventualisht p\u00ebrgatitjen e punonj\u00ebsve q\u00eb kan\u00eb marr\u00eb pjes\u00eb aty. Promovimi dhe administrimi i nismave t\u00eb sip\u00ebrp\u00ebrmendura duhet t\u00eb b\u00ebhet n\u00eb p\u00ebrputhje me marr\u00ebveshjet nd\u00ebrkonfederale dhe t\u00eb organizmave q\u00eb rrjedhin prej atyre q\u00eb kan\u00eb ekzistuar m\u00eb p\u00ebrpara;<\/p>\n\n\n\n<p>b) kurse rikualifikimi p\u00ebr personelin e interesuar nga proceset e ristrukturimit dhe riorganizimit q\u00eb p\u00ebrfshijn\u00eb nd\u00ebrprerjen dhe\/ose pezullimin e marr\u00ebdh\u00ebnies s\u00eb pun\u00ebs p\u00ebr nj\u00eb periudh\u00eb kohe t\u00eb pakt\u00ebn t\u00eb barabart\u00eb me at\u00eb t\u00eb parashikuar nga ligjet p\u00ebrkat\u00ebse.<\/p>\n<\/div>\n\n\n\n<p>N\u00eb lidhje me regjistrimin e nd\u00ebrmarrjeve n\u00eb regjistrin e p\u00ebrmendur n\u00eb ligjin 25\/2\/1994 n. 82 dhe rregullores s\u00eb zbatimit, n\u00eb marr\u00ebveshje me Unioncamere dhe gjithashtu n\u00eb marr\u00ebveshje me INPS, Inail dhe Ministrin\u00eb e Pun\u00ebs, Organizmi l\u00ebshon certifikimet q\u00eb v\u00ebrtetojn\u00eb regjistrimin te vet\u00eb Organizmi dhe pages\u00ebn e kuotave p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p>P\u00ebrve\u00e7 k\u00ebsaj, O.N.B.S.I. do t\u00eb jet\u00eb n\u00eb gjendje t\u00eb kryej\u00eb aktivitetet e m\u00ebposhtme:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>t\u00eb mb\u00ebshtes\u00eb dhe integroj\u00eb funksionet e kontrollit t\u00eb Enteve kompetente, duke zhvilluar rolin e verifikimit, kontrollit, monitorimit dhe mbledhjes s\u00eb t\u00eb dh\u00ebnave dhe procesverbaleve q\u00eb kryhen n\u00eb procedura sipas nenit 4 (ndryshim kontrate) n\u00eb t\u00eb gjith\u00eb territorin komb\u00ebtar;<\/li>\n\n\n\n<li>me rekomandimin e Observatorit komb\u00ebtar t\u00eb sektorit t\u00eb kryesuar nga Ministria e Pun\u00ebs, t\u00eb nd\u00ebrmarr\u00eb iniciativa q\u00eb synojn\u00eb krijimin e instrumenteve t\u00eb analiz\u00ebs konkrete p\u00ebr sektorin n\u00eb sinergji me institucionet (Presidenca e K\u00ebshillit, Cnel, Unioncamere, Universitetet dhe Entet K\u00ebrkimore, Ministrit\u00eb kompetente, etj.);<\/li>\n\n\n\n<li>n\u00eb lidhje me detyrimet e p\u00ebrmendura n\u00eb D.Lgjs. n. 81\/2008 dhe duke iu referuar specifikave dhe ve\u00e7orive t\u00eb sektorit, t\u00eb nxis\u00eb studime t\u00eb thelluara p\u00ebr zbatimin konkret t\u00eb ligjit si dhe p\u00ebr planet e siguris\u00eb, p\u00ebr formimin e drejtuesve t\u00eb nd\u00ebrmarrjeve dhe t\u00eb R.L.S.-ve;<\/li>\n\n\n\n<li>t\u00eb k\u00ebrkoj\u00eb dhe p\u00ebrpunoj\u00eb, edhe p\u00ebr q\u00ebllime statistikore, t\u00eb dh\u00ebnat n\u00eb lidhje me p\u00ebrdorimin e marr\u00ebveshjeve n\u00eb lidhje me kontratat me afat t\u00eb caktuar, duke p\u00ebrgatitur projekte formuese p\u00ebr figurat e ve\u00e7anta profesionale, me q\u00ebllimin e nj\u00eb shfryt\u00ebzimi sa m\u00eb t\u00eb mir\u00eb t\u00eb instituteve kontraktuese t\u00eb sip\u00ebrp\u00ebrmendura, n\u00eb harmoni t\u00eb plot\u00eb me marr\u00ebveshjet konfederale n\u00eb fuqi.<\/li>\n<\/ol>\n\n\n\n<p>P\u00ebr zbatimin e detyrave t\u00eb p\u00ebrmendura n\u00eb pikat e m\u00ebparshme dhe p\u00ebr veprimtarin\u00eb e Observatorit Komb\u00ebtar, O.N.B.S.I. do t\u00eb p\u00ebrgatis\u00eb plane pune specifike duke paraqitur nevojat p\u00ebrkat\u00ebse p\u00ebr burimet me q\u00ebllim q\u00eb t\u00eb sigurohet gjetja e tyre.<\/p>\n\n\n\n<p>N\u00ebse pal\u00ebt n\u00ebnshkruese bien dakord p\u00ebr iniciativat q\u00eb organizmi paritetik i sektorit synon q\u00eb ato t\u00eb marrin p\u00ebrsip\u00ebr, ato do t\u00eb sigurojn\u00eb funksionimin e projekteve duke p\u00ebrcaktuar financimin p\u00ebrkat\u00ebs n\u00eb mas\u00eb t\u00eb barabart\u00eb p\u00ebr nd\u00ebrmarrjet dhe punonj\u00ebsit (50% n\u00eb ngarkim t\u00eb pun\u00ebdh\u00ebn\u00ebsit dhe 50% n\u00eb ngarkim t\u00eb punonj\u00ebsit), gjithashtu n\u00ebp\u00ebrmjet financimit rajonal dhe\/ose komb\u00ebtar t\u00eb parashikuar nga normativa n\u00eb fuqi, duke iu referuar ve\u00e7an\u00ebrisht Ministris\u00eb s\u00eb Pun\u00ebs (Zyra e Formimit Profesional).<br><\/p>\n\n\n\n<p>N\u00eb lidhje me at\u00eb q\u00eb parashikohet nga paragrafi i m\u00ebparsh\u00ebm dhe si\u00e7 p\u00ebrcaktohet n\u00eb marr\u00ebveshjen e rinovimit 19\/12\/2007, O.N.B.S.I. financohet n\u00ebp\u00ebrmjet derdhjes s\u00eb nj\u00eb kontributi t\u00eb vendosur n\u00eb mas\u00ebn 0,50 \u20ac n\u00eb ngarkim t\u00eb pun\u00ebdh\u00ebn\u00ebsit dhe 0,50 \u20ac n\u00eb ngarkim t\u00eb punonj\u00ebsit n\u00eb muaj, p\u00ebr 12 muaj, nga 1 janari 2008 p\u00ebr t\u2019u derdhur \u00e7do tremujor. P\u00ebr punonj\u00ebsit me koh\u00eb t\u00eb pjesshme (part-time) me m\u00eb pak se 20 or\u00eb n\u00eb jav\u00eb shumat e m\u00ebsip\u00ebrme reduktohen n\u00eb 0,25 \u20ac.<\/p>\n\n\n\n<p>Kontributi n\u00eb t\u00eb gjith\u00eb territorin komb\u00ebtar mblidhet nga O.N.B.S.I., n\u00ebp\u00ebrmjet nj\u00eb marr\u00ebveshjeje t\u00eb posa\u00e7me t\u00eb p\u00ebrcaktuar me INPS-in q\u00eb mbledhja t\u00eb kryhet n\u00ebp\u00ebrmjet modelit F24; organizmat territorial, p\u00ebr t&#8217;u njohur, duhet t&#8217;i p\u00ebrmbahen k\u00ebtij modaliteti p\u00ebr mbledhjen e kontributeve.<\/p>\n\n\n\n<p>Organizmi Dypal\u00ebsh Territorial kryen t\u00eb nj\u00ebjtat funksione t\u00eb Organizmit Komb\u00ebtar duke realizuar nj\u00eb faz\u00eb ekzaminimi dhe studimi t\u00eb p\u00ebrshtatshme p\u00ebr t\u00eb kapur aspektet e ve\u00e7anta t\u00eb realiteteve t\u00eb ndryshme t\u00eb pranishme n\u00eb territor; O.B.T. (Organiz\u00ebm Bilateral Territorial) promovon iniciativa n\u00eb lidhje me formimin dhe kualifikimin profesional edhe n\u00eb bashk\u00ebpunim me Rajonet, Entet Lokale dhe Entet Kompetente t\u00eb tjera. P\u00ebr sa i p\u00ebrket financimit p\u00ebrkat\u00ebs, vlerat do t\u00eb p\u00ebrcaktohen n\u00eb nivel territori.<\/p>\n\n\n\n<p>Duke filluar nga muaji q\u00eb pason v\u00ebrtetimin unanim t\u00eb krijimit t\u00eb O.B.T.-s\u00eb, O.N.B.S.I. do t\u00eb ndaj\u00eb n\u00eb favor t\u00eb O.B.T.-s\u00eb 70% t\u00eb kontributeve t\u00eb mbledhura q\u00eb i atribuohen, n\u00eb baz\u00eb t\u00eb punonj\u00ebsve t\u00eb pun\u00ebsuar realisht n\u00eb territorin k\u00ebrkues, edhe q\u00eb kan\u00eb q\u00ebllim zbatimin e projekteve t\u00eb parashikuara n\u00eb statut.<\/p>\n\n\n\n<p>Me nj\u00eb rregullore specifike, O.N.B.S.I. do t\u00eb p\u00ebrcaktoj\u00eb modalitetet dh\u00ebnies dhe t\u00eb administrimit t\u00eb burimeve t\u00eb destinuara p\u00ebr territorin.<\/p>\n\n\n\n<p>Pal\u00ebt i bashk\u00eblidhin k\u00ebsaj kontrate C.C.N.L. statutin-tip t\u00eb organizmave bilaterale territoriale; pavar\u00ebsisht nga entet e themeluara n\u00eb dat\u00ebn e hyrjes n\u00eb fuqi t\u00eb k\u00ebsaj kontrate C.C.N.L. t\u00eb cil\u00ebt do t\u00eb duhet t\u00eb p\u00ebrshtatin statutin brenda vlefshm\u00ebris\u00eb s\u00eb kontrat\u00ebs.<\/p>\n\n\n\n<p>Deri n\u00eb vlefshm\u00ebrin\u00eb e sip\u00ebrp\u00ebrmendur, funksionimi i O.B.T.-s\u00eb do t\u00eb vazhdoj\u00eb t\u00eb jet\u00eb i siguruar, nga pik\u00ebpamja financiare, nga O.N.B.S.I. p\u00ebr zbatimin e projekteve t\u00eb p\u00ebrbashk\u00ebta sipas praktik\u00ebs aktuale.<\/p>\n\n\n\n<p><strong>SH\u00cbNIM N\u00cb PROCESVERBAL<\/strong><\/p>\n\n\n\n<p>Duke konfirmuar se bilateralizmi p\u00ebrb\u00ebn nj\u00eb trash\u00ebgimi t\u00eb r\u00ebnd\u00ebsishme t\u00eb sistemit t\u00eb marr\u00ebdh\u00ebnieve sindikale n\u00eb sektor\u00ebt e Pastrimit, Sh\u00ebrbimeve t\u00eb Integruara dhe Multi-sh\u00ebrbimeve, pal\u00ebt bien dakord dhe konfirmojn\u00eb se parimet q\u00eb duhet t\u00eb karakterizojn\u00eb bilateralitetin dhe m\u00eb n\u00eb p\u00ebrgjith\u00ebsi <em>welfare<\/em> kontraktuese i referohen transparenc\u00ebs n\u00eb administrim, efikasitetit n\u00eb funksionim, racionalizimit n\u00eb organizim, garantimit t\u00eb q\u00ebndrueshm\u00ebris\u00eb s\u00eb ardhshme, kapacitetit p\u00ebr t&#8217;iu p\u00ebrgjigjur q\u00ebllimeve t\u00eb caktuara dhe pritshm\u00ebrive t\u00eb punonj\u00ebsve dhe t\u00eb nd\u00ebrmarrjeve.<\/p>\n\n\n\n<p>Duke pasur parasysh sa m\u00eb sip\u00ebr, Pal\u00ebt bien dakord t\u00eb nisin nj\u00eb ballafaqim, brenda korrikut 2021, q\u00eb synon kryerjen e nj\u00eb p\u00ebrdit\u00ebsimi dhe evoluimi t\u00eb Organizmit Paritetik Komb\u00ebtar t\u00eb Sektorit (O.N.B.S.I.) si pjes\u00eb e p\u00ebrkufizimit t\u00eb nj\u00eb Marr\u00ebveshjeje m\u00eb t\u00eb p\u00ebrgjithshme t\u00eb <em>Governance<\/em> t\u00eb sistemit bilateral q\u00eb t\u00eb vler\u00ebsoj\u00eb p\u00ebrfaq\u00ebsimin e \u00e7do komponenti t\u00eb p\u00ebrfshir\u00eb, n\u00eb p\u00ebrputhje me parimet e pjes\u00ebmarrjes dhe kontributit, ashtu si\u00e7 rrjedhin nga kontrata C.C.N.L. p\u00ebr personelin e pun\u00ebsuar nga nd\u00ebrmarrjet q\u00eb ofrojn\u00eb sh\u00ebrbime pastrimi dhe sh\u00ebrbime t\u00eb integruara\/multi-sh\u00ebrbime, duke p\u00ebrfshir\u00eb Entin Bilateral Komb\u00ebtar (O.N.B.S.I.) dhe Fondin Sanitar (ASIM &#8211; Asistenca Sanitare Integruese Multi-sh\u00ebrbime).
