realizimin e programeve formuese dhe\/ose t\u00eb kualifikimit profesional p\u00ebr punonj\u00ebsit, n\u00eb lidhje me ndryshimet n\u00eb organizimin e pun\u00ebs; nga organizmi paritetik (kriter barazie) i sektorit;<\/li>\n\n\n\n<li>t\u00eb realizoj\u00eb monitorime t\u00eb situat\u00ebs s\u00eb p\u00ebrgjithshme t\u00eb deg\u00ebs, duke iu referuar ve\u00e7an\u00ebrisht koh\u00ebzgjatjes s\u00eb kontratave t\u00eb tenderit, ecuris\u00eb s\u00eb garave, kritereve t\u00eb p\u00ebrzgjedhjes cil\u00ebsore t\u00eb nd\u00ebrmarrjeve dhe kritereve t\u00eb fituesve, duke pasur si objektiv p\u00ebrcaktimin e iniciativave t\u00eb mundshme t\u00eb p\u00ebrshtatshme p\u00ebr harmonizimin dhe p\u00ebrmir\u00ebsimin, n\u00eb nivel komb\u00ebtar, t\u00eb rregulloreve n\u00eb k\u00ebt\u00eb fush\u00eb;<\/li>\n\n\n\n<li>t\u00eb ekzaminoj\u00eb rregullimin e nevojsh\u00ebm t\u00eb sektorit, duke pasur parasysh modifikimet e karakterit legjislativ, komb\u00ebtare dhe evropiane, si dhe p\u00ebrcaktimin e kodeve t\u00eb sjelljes q\u00eb do t\u00eb adoptohen nd\u00ebrmjet Administrat\u00ebs Publike dhe shoq\u00ebrive q\u00eb ofrojn\u00eb sh\u00ebrbimet me an\u00ebn e tenderave;<\/li>\n\n\n\n<li>ta b\u00ebj\u00eb m\u00eb funksional dhe operativ observatorin p\u00ebr qeverisjen e tregut t\u00eb pun\u00ebs dhe pun\u00ebsimin t\u00eb ngritur pran\u00eb Ministris\u00eb s\u00eb Pun\u00ebs, edhe me q\u00ebllim q\u00eb t\u00eb mb\u00ebshtes\u00eb iniciativat e Kabin\u00ebs s\u00eb regjis\u00eb p\u00ebr luft\u00ebn kund\u00ebr pun\u00ebs s\u00eb padeklaruar dhe t\u00eb parregullt, sipas ligjit n. 296\/2006, neni 1 paragrafi 1156 dhe Dekretit zbatues pasues ministror t\u00eb dat\u00ebs 11 tetor 2007;<\/li>\n\n\n\n<li>t\u00eb ekzaminoj\u00eb, duke pasur parasysh modifikimet e karakterit legjislativ, duke p\u00ebrfshir\u00eb evolucionet n\u00eb fush\u00ebn e shoq\u00ebrive t\u00eb p\u00ebrziera, dhe t\u00eb ndryshimeve t\u00eb thella n\u00eb tregun e pun\u00ebs, ecurin\u00eb sasiore dhe cil\u00ebsore t\u00eb marr\u00ebdh\u00ebnieve ekzistuese t\u00eb pun\u00ebs.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\" style=\"font-style:normal;font-weight:700;list-style-type:upper-alpha\">\n<li style=\"text-transform:uppercase\"><strong>Informacione t\u00eb nivelit territorial<\/strong><\/li>\n<\/ol>\n\n\n\n<p>\u00c7do vit, n\u00eb nivel rajonal dhe\/ose provincial, me k\u00ebrkes\u00ebn e nj\u00ebr\u00ebs prej pal\u00ebve, do t\u00eb mbahen takime nd\u00ebrmjet p\u00ebrfaq\u00ebsuesve t\u00eb organizatave n\u00ebnshkruese p\u00ebr shqyrtimin e problemeve specifike q\u00eb kan\u00eb reflektime t\u00eb r\u00ebnd\u00ebsishme p\u00ebr territoret e ve\u00e7anta me q\u00ebllim q\u00eb:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>t\u00eb konkretizohen iniciativat n\u00eb lidhje me formimin dhe rikualifikimin profesional, edhe n\u00eb lidhje me indikacionet e shprehura n\u00eb nivel komb\u00ebtar nga organizmi paritetik i sektorit;<\/li>\n\n\n\n<li>t\u00eb realizohen monitorime mbi koh\u00ebzgjatjen e kontratave t\u00eb tenderave, mbi ecurin\u00eb e garave (tenderave), t\u00eb kritereve t\u00eb fituesve t\u00eb kontrat\u00ebs, me q\u00ebllim q\u00eb t\u00eb p\u00ebrcaktohen iniciativat p\u00ebr harmonizimin dhe p\u00ebrmir\u00ebsimin, n\u00eb nivel rajonal, t\u00eb rregulloreve p\u00ebrkat\u00ebse;<\/li>\n\n\n\n<li>t\u00eb merren iniciativat e nevojshme n\u00eb fush\u00ebn e kontrollit dhe t\u00eb parandalimit t\u00eb s\u00ebmundjeve si dhe, n\u00eb p\u00ebrgjith\u00ebsi, n\u00eb fush\u00ebn e siguris\u00eb n\u00eb pun\u00eb, duke pasur parasysh normat ligjore dhe t\u00eb Marr\u00ebveshjeve nd\u00ebrkonfederale n\u00eb fuqi dhe n\u00eb baz\u00eb t\u00eb vendimeve t\u00eb marra nga organizmi paritetik i sektorit.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\" style=\"list-style-type:upper-alpha\">\n<li style=\"font-style:normal;font-weight:700;text-transform:uppercase\"><strong>Informacione n\u00eb nivelin e nd\u00ebrmarrjes p\u00ebr sip\u00ebrmarrjet me dimensione komb\u00ebtare<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Pal\u00ebt n\u00ebnshkruese bien dakord q\u00eb t\u00eb promovojn\u00eb, si rregull \u00e7do vit, dhe sidoqoft\u00eb me k\u00ebrkes\u00ebn e motivuar t\u00eb nj\u00ebr\u00ebs nga t\u00eb dy pal\u00ebt, takime n\u00eb nivel komb\u00ebtar, n\u00eb fush\u00ebn e sistemit t\u00eb informacionit ekzistues, p\u00ebr nd\u00ebrmarrjet me dimensione komb\u00ebtare me t\u00eb pakt\u00ebn 400 punonj\u00ebs p\u00ebr nj\u00eb analiz\u00eb t\u00eb p\u00ebrbashk\u00ebt:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>p\u00ebr zbatimin e rregullave p\u00ebr parandalimin e aksidenteve dhe s\u00ebmundjeve profesionale dhe p\u00ebr k\u00ebrkimin, zhvillimin dhe zbatimin e masave t\u00eb p\u00ebrshtatshme p\u00ebr mbrojtjen e sh\u00ebndetit dhe integritetit fizik t\u00eb pun\u00ebtor\u00ebve duke pasur parasysh normat legjislative dhe kontraktuese n\u00eb fuqi;<\/li>\n\n\n\n<li>mbi vler\u00ebn numerike t\u00eb organik\u00ebs dhe mbi llojet e ndryshme t\u00eb marr\u00ebdh\u00ebnieve t\u00eb pun\u00ebs ekzistuese n\u00eb nd\u00ebrmarrje;<\/li>\n\n\n\n<li>mbi ecurin\u00eb e pun\u00ebsimit t\u00eb femrave, me veprimet e mundshme pozitive q\u00eb lidhen me konkretizimin e tem\u00ebs s\u00eb mund\u00ebsive t\u00eb barabarta n\u00eb p\u00ebrputhje me parashikimet e D.Lgjs. 198\/2006;<\/li>\n\n\n\n<li>mbi kontratat e tenderave q\u00eb jan\u00eb duke skaduar;<\/li>\n\n\n\n<li>mbi krizat e nd\u00ebrmarrjeve q\u00eb kan\u00eb ndikime n\u00eb pun\u00ebsimin dhe\/ose mobilitetin (l\u00ebvizshm\u00ebria\/transferimi me d\u00ebshir\u00eb) e pun\u00ebtor\u00ebve.<\/li>\n<\/ul>\n\n\n\n<p>Gjat\u00eb takimeve specifike nd\u00ebrmjet nd\u00ebrmarrjes dhe p\u00ebrfaq\u00ebsis\u00eb s\u00eb sindikat\u00ebs, ato do t\u00eb jen\u00eb objekt ekzaminimi dhe p\u00ebrqasje paraprake \u200b\u200bp\u00ebr:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>programet eventuale t\u00eb ushtrimit dhe azhurnimit profesional t\u00eb personelit, q\u00eb rezultojn\u00eb nga futja e teknologjive t\u00eb reja dhe\/ose transformimeve teknologjike;<\/li>\n\n\n\n<li>artikulimin e ri t\u00eb mundsh\u00ebm t\u00eb sh\u00ebrbimeve n\u00eb lidhje me modifikimet strukturore n\u00eb aparatin organizativ t\u00eb vet\u00eb sh\u00ebrbimeve, si dhe r\u00ebniet nga nivelet e pun\u00ebsimit, mbi organizimin e pun\u00ebs dhe mbi profesionalizmin e punonj\u00ebsve t\u00eb nxitur nga inovacioni teknologjik, ristrukturimet dhe riorganizimet e nd\u00ebrmarrjes;<\/li>\n\n\n\n<li>zgjidhjet e mundshme n\u00eb fush\u00ebn e mobilitetit (transferimi me d\u00ebshir\u00ebn e pun\u00ebtorit) dhe fleksibilitetit sipas k\u00ebndv\u00ebshtrimit t\u00eb nj\u00eb organizimi m\u00eb t\u00eb mir\u00eb t\u00eb pun\u00ebs;<\/li>\n\n\n\n<li>ecurin\u00eb e pun\u00ebs jasht\u00eb orarit;<\/li>\n\n\n\n<li>programimit t\u00eb periudh\u00ebs s\u00eb pushimeve vjetore t\u00eb lejes s\u00eb zakonshme;<\/li>\n\n\n\n<li>zbatimin e modeleve dhe t\u00eb artikulimit t\u00eb orareve t\u00eb p\u00ebrcaktuara nga kontrata C.C.N.L. n\u00eb fuqi.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\" start=\"4\" style=\"font-style:normal;font-weight:700;list-style-type:upper-alpha\">\n<li style=\"text-transform:uppercase\"><strong>Informacione n\u00eb nivel t\u00eb nd\u00ebrmarrjes<\/strong><\/li>\n<\/ol>\n\n\n\n<p>N\u00eb nivel nd\u00ebrmarrje do t\u00eb formojn\u00eb nj\u00eb objekt krahasimi inovacionet teknologjike ose ristrukturimet q\u00eb kan\u00eb implikime n\u00eb nivelet e pun\u00ebsimit, n\u00eb organizimin e pun\u00ebs dhe n\u00eb profesionalizmin e punonj\u00ebsve.<\/p>\n\n\n\n<p>Do t\u00eb jet\u00eb objekt i nj\u00eb ekzaminimi t\u00eb p\u00ebrbashk\u00ebt nd\u00ebrmjet nd\u00ebrmarrjeve, R.S.U.-ve, (P\u00ebrfaq\u00ebsi sindikale unitare) aty ku nuk jan\u00eb krijuar ende, R.S.A.-ve (P\u00ebrfaq\u00ebsi sindikale e nd\u00ebrmarrjes) \u00e7do gjasht\u00eb muaj p\u00ebr:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>vler\u00ebn numerike t\u00eb personelit;<\/li>\n\n\n\n<li>programet e formimit dhe t\u00eb azhurnimit profesional t\u00eb personelit;<\/li>\n\n\n\n<li>ecurin\u00eb e pun\u00ebs jasht\u00eb orarit.<\/li>\n<\/ol>\n\n\n\n<p>Nd\u00ebrmarrjet do t\u00eb informojn\u00eb gjithashtu R.S.U.-t\u00eb, ose, n\u00ebse nuk jan\u00eb krijuar ende, R.S.A.-t\u00eb p\u00ebr \u00e7\u00ebshtjet n\u00eb lidhje me t\u00eb cilat dispozitat ligjore ose kontraktuese parashikojn\u00eb informacione n\u00eb nivel nd\u00ebrmarrje.<\/p>\n\n\n\n<p>P\u00ebr sa u p\u00ebrket kompetencave t\u00eb m\u00ebtejshme t\u00eb nivelit t\u00eb nd\u00ebrmarrjes, duhet t\u00eb kihet parasysh p\u00ebrmbajtja e nenit 59.<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"5\" style=\"font-style:normal;font-weight:700;list-style-type:upper-alpha\">\n<li style=\"text-transform:uppercase\"><strong>Tema p\u00ebr krahasim
